Photo Library Repair Tool Frozen
The built in repair tool has been frozen at 5% for nearly 12 hours. Does this mean the repair failed? Is it dangerous to force quit Photos at this point in order to try a 3rd party repair app? Will I lose photos?

It's safe to say the repair essentially failed and you should force quit the library.
Which versions of Catalina and Photos are you running?
What Mac model do you have?
Is your library a managed or referenced library?
Where is your library located? If on an external HD how is that drive formatted and connected to your Mac?
Do you have the iCloud Library enabled in the library? If so, do you also have "Optimize Mac Storage" enabled.

Actually I'm running High Sierra 10.3.6, Photos version 3.0. Library is on an external hard drive because it is so large, and has been working fine up until the last few months, where every action took minimum 5 minutes to execute and it would often crash.
Once I fiddled with the iCloud settings, Photos was responding better. With over 200K+ photos I decided to start a new library for this year. I was able to work on the original library and create my photo book for 2019, which was my initial purpose. Thank you for all your help.
How is the external HD formatted and connected to your Mac?
It's a Promise Pegasus Raid with 4 drives and format says "Mac OS Extended (Journaled)"
