All calls to voicemail

We have set up a special phone for work and we would like all calls to go to voicemail. I have tried setting up Do Not Disturb and the phone calls keep coming through. We don't answer the phone and would like to have this happen. Is there a way? Do I have my Do Not Disturbed function not set up properly? It is an iPhone 7 running iOS 12.2, thanks.

You need to turn on Do Not Disturb, Set Silence to Always, under Phone Allow Calls From set it to No One, and turn off Repeated Calls. That will block everything from everybody. Calls will not come through, and will go straight to voicemail.
