What kind of photo album? Do you mean a printed book, or a slideshow, or standarsd albums in the Photos Library to organise the library?

To create a printed photo book yiu need at least Photos 4 on Mojave, so you can use project extensions: https://discussions.apple.com/docs/DOC-13272
