When the screen is locked the top of my screen is displaying both an incorrect time and my cell carrier in the upper left corner, and the wifi and LTE symbols in the right. See attached screenshot.

Greetings, miscellania.
I see that you're finding an incorrect time and your connection settings above the lock screen on your iPhone 11. I'm glad to help with this.
Restart your iPhone -- Restart your iPhone and see if the settings are still there.
Update your iPhone, iPad, or iPod touch -- If they're still showing on the lock screen, make sure your iPhone is up to date. If your iPhone has an update available, be sure to create a backup before you begin. How to back up your iPhone, iPad, and iPod touch
If the issue persists, do those settings also appear on other screens on your iPhone, or just the lock screen?
Let me know how that goes.
Take care.
Thank you for trying those steps and getting back to us miscellania. It's appreciated.
Change the wallpaper on your iPhone -- Since it's only appearing on your lock screen reset the wallpaper you're using for it and check.
Get back to us when you're able.
Cheers!
Perhaps your wallpaper was a screen shot that included that content. Go to Settings/Wallpaper and see if it is in the image you used.
