I have a iPhone 6s and am waiting for my new phone to be delivered, however I cannot iCloud my music. I do not have a computer so it would have to be done from my phone. Or once I get my new phone is there a way to transfer my music(or entire phone) to my new phone?

That is not what you do. You cannot move music to iCloud unless you subscribe to that service.
I am trying to upload my iTunes music from my old phone onto iCloud so I can then move it to my new phone, however when I go through the steps settings to music to enable iCloud there is not enable iCloud(I the music setting).

What do you mean, iCloud your music? What exactly are you trying to do? Are you saying that you do not have your iTunes Library anywhere but on your iPhone? That is not going to work out well. I'm not sure that iCloud will backup your Music, although it says that it would backup iCloud music, so it may backup your library. Any other method that I'm aware of to recover your iTunes library requires a computer.
