From what you're describing, it sounds like the issue may be with your available iPhone storage, not iCloud storage. The internal storage capacity on your iPhone is set. This means that there is not a way to increase the amount of internal storage that the device comes with. You can free up space on the iPhone by deleting content or utilizing iCloud features, such as Optimize iPhone Storage with iCloud Photos.

If you do not need the iCloud storage plan you're paying for, you can downgrade it to the free or lower priced plan following the steps here:

When you follow those steps, are you seeing the correct iCloud storage plan listed? How much storage shows as still available? If you're nearing the limit for the iCloud storage plan you're currently paying for, you can also follow the suggestions under the "Make more space available in iCloud" section to free up space instead of upgrading your iCloud storage plan again. If that isn't the case, let us know the answers to the previous questions and we'll go from there.
