Why is my payment taken out every month but when I go to pick out a new song for play list I am ask to purchase it Can anyone explain????

If you mean that you are subscribed to Apple Music, be aware that it is still possible to purchase music even if you have a subscription. Rights to listen to Apple Music continue only as long as you are subscribed while rights to purchased music do not expire. For information on downloading Apple Music without purchasing, see the Apple Music section of Add and download music from Apple Music or buy music from the iTunes Store - Apple Support
