My package never arrived

I ordered a pair of air pods about a month ago and I never received the package. UPS tried to deliver it to me 4 times, but they claimed I was never home even though I was. They sent it back and they say it was delivered to some place in Tennessee. Now, I'm being charged for it. What should I do?

UPS delivered an empty box I bought the Airpods Max. After almost a month, UPS delivered an empty box at my house. Apple is denying me a refund or a product replacement, which is completely annoying. Does anyone have an idea what I can do? Apple customer support is basically washing their hands and at the store they say they have nothing to do with this..
