Apple Care in Puerto Rico

I would like to add apple care to an iPhone SE that I would like to purchase and I am unable to add it because of it being bought with a Puerto Rico address. Does anyone knows why this is? and also is there a different way to get a protection plan from third part Puerto Rico retailers?
