I want to copy (not transfer) contents of my iPad pro to a new iPad

I want to copy my iPad pro’s contents to my new iPad. I plan to use both interchangeably; I find the pro too cumbersome to haul around all the time.

But all the online guides talk about transferring data. Does this mean all the data ends up only on the new device?

Or are the guides using transfer to mean copy, even though these words do not mean the same thing?!

Will I have to do an iCloud restore to my older pro after setting up the new device? (Plan to use quickstart, if that makes a difference. No computer here.).

FYI: It is a copy and not a move.
