photos 4.0 can not be opened on catalina

trying to restore my photo library from time machine and i get this message

Photos cannot be opened because of a problem.

Check with the developer to make sure Photos works with this version of macOS. You may need to reinstall the application. Be sure to install any available updates for the application and macOS.

Are you trying to open a library that's on the Time Machine drive? If so that's not the way to approach it. Here's how you restore a library from Time Machine:



As for the first test it just to see if Photos can open and create a new library.

Try the following in order:


As a test launch Photos with the Option key held down and create a new, test library.  Import some photos and test to see if the same problem persists. Does it? (This tells us if the problem is limited to your current library or is more wide spread) Then reopen your library.


Log into another user account, Set up users, guests, and groups on Mac and see if the problem persists. (This tells us if the problem is limited to your user account or is system wide). Log back into your account and test your library.


Boot into Safe Mode (How to use safe mode on your Mac - Apple Support) by booting with the Shift key held down and check your library to see if the problem persists.  Reboot normally and test again.

NOTE: Safe Mode boot can take up to 10 minutes as it's doing some system cache cleaning, volume verifying and directory repairing.

If I'm not mistaken, it looks like you restored the Photos app from macOS Sierra into your new computer (running Catalina). It will not run. Your library (meaning, your pictures) is in a file that has an icon with the Photos app flower on overlaid rectangular "photos".


The Photos app is the round, colorful flower. It comes with the computer and should not be touched.


On your old computer or backup, go to the folder /Pictures/ to find your library, which may be called "Photos Library".


You will want to open the Photos app that has the modified date in 2020, not 2016. It should let you view or upgrade that library.
