iMac OS Mojave System Preferences -missing "Files and Folders' in Privacy tab

I am running Mojave on my iMAc. This week I upgraded to Catalina but following a catalog corruption issue with Lightroom Classic (an external hard drive not recognised) I restored via a Tie Machine backup back to Mojave. I was advised on a Lightroom forum to check in Mac/System Preferences/ Privacy to see what was authorised in "Files and Folders". BUT in this panel I see only ......Accessibility, Full Disk Access, Automation.... - see screenshot attached.

Is this an issue? How to correct?
