Restrictions on calls and messages

when I get a call or message from a number not saved in my contacts it says restricted and won’t let me read or call or answer the number until I put in a code and save it to my contacts. How do I turn this off

The same happens when I get a text message it doesn't allow me to see the message if I don't add the number before. Restricted calls I can’t make or receive calls or txts from numbers not in my contacts without creating a contact for that number. How do I fix this??

iphone makes me rerenter 10 digit numbers from all contcacts can't make calls from stored contacts. Get message to reenter the 10 digit number on key pad to complete the call. This happens with stored contact numbers, recent calls and dialed with key pad numbers.
