I have an iPhone 11 with 64gb storage and it says my storage is full even though I deleted 13,000 photos using google photos and now only have 7,000 and I used to have 21,000 photos I also only have about 5 apps so I don’t understand why it says my storage is full

My suggestion if you are having problems to first clear out your “Recently Deleted” section. To do this, go to Photos, Albums, Scroll down time Recently Deleted, Press Select, Press Delete All, Then Press Delete. Or you can store your photos onto a Mac or PC.
