Icloud upload stuck on 0%

I have upgraded my icloud storage from 5GB to 50GB and then 200GB due to full iphone storage. I have an iphone x with 64GB storage where 63GB is used. I have switched the upload photos to icloud button on, but nothing happens. I also have watched multiple youtube videos but I still can not solve the problem. The icloud upload is stuck on 0% - 1% and wont move. What can I do to get all of my photos and videos moved to icloud?
