I so I had this issue too but I found out how to fix it!

1. Go to your settings
2. Go to General
3. Find keyboard
4. Go to hardware keyboard
5. Then turn off the use caps lock to switch languages.

I just fixed it - when you go to settings/ general/ keyboards I had 3 keyboards (English (US), Emoji and Translate now. I clicked edit in the top right hand corner and deleted that keyboard leaving only English (US) and Emoji and it seems to have worked..

Do you have the caps lock switching item in settings > general > keyboard > hardware keyboard turned OFF, as shown below? If it is turned ON, then caps lock should switch between English and Japanese.

My husband just fixed that problem. Go General setting—keyboard—hardware keyboard—turn off “Use caps to switch languages”

I had the same problem on both of my iPad pros new magic keyboards. I worked with Apple, which could not find a fix. The issue was escalated, but while waiting for them to look into it, I fixed the problem - at least for now. I uninstalled all three of my 3rd party keyboards and then reinstalled them one at a time to see if one or all caused the issue. After reinstalling all three, so far, so good. All fixed.

You shouldn’t need to go to hardware keyboard - I just fixed mine by going to settings/ general/ keyboards - I had 3 keyboards (English (US), Emoji and Translate now. Stack and Stylus from MyScript that are super handy to write with the Pencil. Once I deleted them the caps lock worked... Shame

I was having the same problem, and fixed it by going to Settings > General > Keyboards > Hardware Keyboards, then toggling off Select Languages using Caps Lock

1) When the user has added certain keyboards supplied by Apple, like Chinese or Japanese, there will be a setting in Hardware Keyboards that may need to be turned off for Caps Lock to work normally. All explained in Apple docs.

I had the similar problem In my old magic keyboard and Resolved in the following manner :

1. Settings>Keyboard. Removed all languages
2. There I disabled the Enable Caps Lock as below . After this the Caps Lock button started working

i have found an answer from youtube that you need to click twice on Capslock button to activate its function otherwise it does not work . The Apple does not provide the guidance to customers yet

But in that picture, you have the SWITCH LANGUAGES USING CAPS LOCK turned ON. Why don't you turn it OFF?? Then Caps Lock should make upper case letters.
