No transparency effects on mac os catalina

Hello, I have reduce transparency checked off and all the other tips from other guides regarding this issue I've tried. I want to get to the bottom of why my Mac OS system doesn't have transparency enabled??? Heres a screenshot.


This is so annoying because I have tried to solve this issue for hours, I'm on the latest version of Mac OS Catalina on a MacBook Pro 2019. Heres what I've tried: Deleting System Preferences.plist and restarting the pc to see it regenerate yet nothing changed. I've tried enabling and disabling reduce transparency while restarting. I just cannot get to the bottom of this, yet when I search for this specific issue nothing comes up. There's not even any transparency on the windows or finder, it's like transparency was disabled at the kernel level, yet I cannot find any post regarding this issue.

Boot into Safe Mode (How to use safe mode on your Mac - Apple Support) by booting with the Shift key held down and check there to see if the problem persists.  If it does reset the toggle the Reduce Transparency check box a couple of times in the System/Accessibility/Display preference pane. Reboot normally and test again.

NOTE: Safe Mode boot can take up to 10 minutes as it's doing some system cache cleaning, volume verifying and directory repairing.
