Deleted 'note' in iPhone XS, have no 'deleted messages' note folder, help!

Accidently deleted a note, went to Folders in Notes, there's no "recently deleted" as all the online help says to go to. Why don't I have this folder? Checked on desktop iCloud, no recently deleted folder there either. How can I retrieve my lost note? Please help.

iPhone XS Max, iOS 13

Is it possible that you have an email account (other than iCloud) which has Notes enabled? Only iCloud notes support Recently Deleted -- so if this note was from a different type of account (Gmail, Yahoo, etc.) then deleting it means that it is gone.

Also, if you do delete an iCloud note, it will go into the Recently Deleted folder for about 30 days. If you have not deleted any notes in the last 30 days, all notes are cleared and the Recently Deleted folder disappears.
