Your 2009 Mac Pro is a 4.1, there is an unofficial firmware hack that you can do to make it identify itself as a
MacPro 5.1, after doing that you will be able to upgrade to Mojave, but only if you have installed a 'Metal'
capable graphics card.
You will have to do your own research on those.
I have a early 2009 Power Mac with a recently added ATI Radeon HD 5870 1GB. Unfortunately, this system does NOT qualify for upgrade to Mojave. THANKS!
