Mac Mini bluetooth issue

Hi, I have a late 2013 mac and have just purchased a new mac mini. I plan to use the mac as a display and target display mode works fine. The issue I'm having is that my bluetooth devices are not connecting to the mac mini - the apple mouse will connect but the apple keyboard will not meaning I can't even get through the setup screens for my mini.

Can someone please provide some insight into how this might be fixed? I really don't want to have multiple keyboards and mice.

If it's the Apple wireless keyboard with the lightning port, you can used it wired to the computer with a Lightning to USB cable. It does not need Bluetooth.
