Deleted Notes

I'm in the process of transferring data from an old iphone to a new iphone. I was attempting to delete notes off the old phone, not realizing it was still registered on my Apple ID and it deleted the notes off my new phone. Looking for a way to get the notes back! The web links I found say I should see a "Recently deleted" folder on my cloud, but I don't have that? However it also says I should have 30 days to recover, so trying to act quickly! Do I have to complete another icloud backup before the "Recently Deleted" folder will appear?
