A Few Thoughts...
I. I'd Restore from the TMB:
Based on prior experience form having data, I'd go with migrating this from the Time Machine Backup. But, prior to performing this migration, create a Time Machine Backup of this new Mac, itself.
II. Backing Up the New Mac:
Use an external Hard Drive, at least 1.5 the storage capacity. Next, create the Time Machine backup of your Mac, so that you can have something to restore your Mac from, should anything go wrong with the Migration. Go Here: Back up your Mac with Time Machine - Apple Support
III. To Re-obtain Software Licenses:
Contact developers, should you need to install something. Perhaps, inform them that your Mac went dead, and you have transferred it over. Request a new install. But, get a 64bit installation key, as Catalina is only compatible with 64bit software.
