IPad Pro 10.5 in wont activate after update

I have currently updated to the recent ios 13.3.1 on my IPad and as I was signing back in, everything seemed fine until it was loading or activitating my device for me to use. The screen that it was on said, "It may take a few minutes to activate your IPad." So I waited for a couple of minutes and then a new alert popped up that read, "Your Ipad could not be activated because the activation server cannot be reached. Try connceting your IPad to a Mac or to a PC with itunes to activate it." As stated, I did exactly what it suggested and the problem continued because I connected my IPad to my PC and then itunes gave me this message, "itunes could not connect to ipad because an invalid response was received from the device." I tried everything I could from rebooting my IPad, factory reset, changing cords, turning on and off my PC and ipad, resetting the router and making sure itunes was updated. Is there any other solution that could help me solve this issue?
