Unable to Buy a New iPhone

I'm trying to buy an iPhone 11 on the Apple Upgrade Program. But so far it's been impossible. When I go to purchase it, it asks me to put in my number and sends me a OTP to my current number. But the problem is that the screen of the iPhone X that I've been using is completely broken so I can't receive the passcode and can't move forward in buying it. The website says in this case that you can go into an Apple Store to verify it, but that's also impossible right now.

I've called Apple and they didn't have any ideas, except to switch the SIM card with a different device. I tried that with my suitemate's phone but his is locked. Does anyone have any other ideas? It feels ridiculous Apple won't even let me buy a phone.

They will let you buy a new iPhone, you just won't be able to do so under the upgrade program. You have an additional problem, unless you have fully paid off that you were using you are going to have to come up with additional cash to complete the transaction which is why they are telling you it has to be done in person. You can either wait for the stores to open in your area, click on the Contact Support link at the top right of this screen and get your iPhone repaired, or find someone that does have an unlocked phone.

Yeah I already paid it off. But I'm not going to buy the iPhone 11 unless it's under the upgrade program, I definitely don't think it's worth $700. The upgrade program is not about upgrading from your current phone, it's about upgrading your next phone after one year, so it seems completely stupid to have it require you to already have a phone number.

No, I'd only be willing to buy it through the upgrade program. If that's not an option, I could buy a Samsung but I have an iPad, Mac Pro, Macbook Pro, Apple Watch, so it would ruin my aesthetic. My iPhone X is totally broken so they won't give me anything for it. With the upgrade program you pay $900 to get a new phone, and it looks like the iPhone 12 will have significant upgrades so I think that's a much better deal. I'm a CS major so I might just try to fix the screen myself if it comes to that.
