Is ipad powerful enough to use Microsoft Teams

TEAMs is not all that computationally intensive an app. It is most affected by your internet connection - not necessarily how fast it is but how stable and clean it is (in terms of line noise, dropped packets and such) for TEAMs meetings or calls. Since TEAMs uses MS SharePoint for files and TEAMS, your internet connection will also affect how it interacts with chats, files and such.

Yes - and it reportedly works well within the confines and capability of the iPad screen size.

I imagine so since there is an app for it in the App Store.
