Unable to download Xcode from both App store and Developer site

This sounds like a server issue out of your control.

You can check Apple server status—there were issues... and may not be resolved for everyone...

Apple uses a worldwide content-delivery network. If there are server problems or networking problems in your area, you will have problems until they are resolved. I’ve had good luck using a VPN in these cases. Just the other day, my machine would not download an update. I turned in my VPN, selected a US server, and downloaded in seconds.

I have seen no reference to your using macOS Catalina, or the version of it. You posting in the Catalina community is no a priori assurance that you are actually using Catalina. Xcode 11.4.1 requires macOS Catalina 10.15.2 or later to install.
