Have you enabled the titles to show below the thumbnails? In the View menu: View > Metadata > Titles. You also have to switch the All Photos view to "Full Aspect Ratio" with the button to the right of the traffic light in the toolbar.
After that you can see the titles below the thumbnails (in All Photos and any albums you create yourself). And should be able to type a new title into the title field.
You cannot see the titles in the Days view, because of the funny layout. And it not possible, if you are using the tiled layout in All Photos.
