Safari won’t load on wifi

We have an iPhone 11 running the current iOS. Whenever it’s on wifi safari won’t load webpages. We enter the address and the little blue bar at the top of the screen starts but never moves at all. We have to use 4G for safari on wifi at all times. No other app is affected.
