transffered my fathers information to my old 6S. He had a droid and for some reason I am unable to facetime him. I have reset the network settings and still is not working. I put his droid SIM card in the iphone and not sure if that is the issue

If you didn't do this, and the phone is still tied to your Apple ID, you are actually trying to facetime yourself, which as you now know won't work.
Once fully wiped and ready for a new user, your father should set up the 6s with his own Apple ID, then set up facetime and iMessage with his cell phone number. Then you'll be able to facetime your father.

I did wipe out my 6s. I had tech support help me they reactivated the 6s and I reset network settings and deleted his number and entered again. It worked three times and now FaceTime is not an pption
