Try to restart the iPad: Restart your iPad
If it appears to be frozen, follow the instructions here: If your iPhone, iPad or iPod touch won't turn on or is frozen
Then, try to accept the terms and conditions again.
Do you have access to another WiFi network where you can try? That has worked for several people.
