I don't see it in the menu bar or under Settings. Is it turned off (using IPAd Air 3)?

Thank you for the screenshot. If you were to create a new project and select the Voice Recorder as the instrument, are you able to see Jam Session?
Also wondering if I can use the headphone jack also as an input source (like the I/O "headphone jack on a Mac laptop)? Basically, I don't want to use the built in room mike on the iPad to input my guitar sound, but prefer to have a direct input to the iPad via a wired or bluetooth input connection. Is either input method possible with Guitar Band on the iPad 3?

GarageBand supports Bluetooth, mini-phono, and USB microphones. You would need a special adapter to use a mini-phono microphone like the iRig.
