IPhone SE with ATT won't activate - stuck on zip and SSN screen

Just got two new phones - IPhone SE. My carrier is AT&T. Turned on phone, manually working through screens. Got to screen asking for zip and last four of social security number. I put in exactly what I entered when I purchased the phone. Stuck with circle of death ("Activating your IPhone - this may take a few minutes - then it tells me I didn't enter my info correctly (I did)).

Tried it about about 20 times on each phone. Turned phone off and on multiple times. Stuck. No Luck.

Does anyone know how to fix this?

Note: My old IPhone 5 that works great except for the fact that it cannot upgrade past IOS 10.3.4. I have to use the manual option for setting up my new IPhone since my old phone is not IOS 11 or greater.

When will Apple stores open again so I won't have to hassle with poorly designed software that doesn't work?
