I cannot access the iPhone to get the code

How do I get back into my icloud email? I changed phones and phone numbers. No longer own an apple phone. Have a Samsung -Android- phone So the code continues to be sent to the old iphone which I cannot access. So, How does this get solved. Why don't you just send a code to my new phone number?
