My phone is locked up; I cannot turn off

I have the iphone 11 pro max. It is locked up and won't allow me to turn off to reboot or do anything.

Force restart the iPhone as follows:

Press and quickly release the volume up button
Press and quickly release the volume down button
Press and hold the power button until the Apple logo appears
