Downloading apps

So of course I know how to download apps! But recently ever since I got this new phone it would allow me to get new apps! It’s allows me to update the ones I have no problem but if I try to make an in app purchase or get a new FREE app it just does not download. The card works it has money their shouldn’t be an issue and yet... I e restarted the phone checked my payment method idk what else to do...
