My macbook pro is running masOS Mojave 10.14.6
The select tool in Preview will not highlight or grab anything. I've tried on several different files types: PNG, JPEG etc. Using the select tool I can see the initial 'dotted' box but nothing gets selected.

Some PDFs have pictures of text, not the actual text.
If you can search for text and it finds the text, then you should be able to select the text, but the marquee will not select text (or really, anything). It can be used to select an area to copy, but that will be an image, not text.
The text selector will select text, but you still have to copy that.
Preview isn't a PDF editor. It has markup tools, but other than that, no editing like you are asking.
FWIW, you cannot highlight or grab anything from an image file, just PDFs.

Well highlights work for me but I'm not sure what you meant by "grab".
I have an image (pdf) which contains several objects. I would like move each object to a different place and was hoping I could use preview to do it. I thought the select tool might work.

If in Preview you set "thumbnails" (=left column), and you see more pages than one, you can delete a page, that is all.
