Create one one by:

  1. Navigating to System Preferences > Keyboard > TAB: Shortcuts > App Shortcuts in the Left Pane
  2. Click the + sign to create a new keyboard shortcut
  3. For the Application select Notes
  4. For the Menu Title enter Bulleted List

Option + 8 creates a small bullet that will in turn not populate the proper sub-bullets.

I agree that, out of the box, CMD + 8 does not work. It just create a dunk noise when pressed.

However, following the steps outlines above, you create a Keyboard Shortcut where Notes will insert the bullet used within notes that properly populates sub-bullets, etc.
