I just got a new iPhone SE. When I try to download an app from the App Store it asked for my passcode and then wants me to update terms and conditions. When the terms and conditions comes up it’s a blank screen. How do I get around this so I can download apps on my new phone?

I understand that you are being prompted to accept terms and conditions when accessing the App Store, but are unable to because the page is blank. I have several things for you to check for the issue.
Check your date and time settings. Settings > General > Date & Time > Set Automatically > ON
Issues with other web sites?
Check App Store status. Apple - Support - System Status
Test on another Wi-Fi network.
Log out and logging in again.
If you continue to have issues again and we can go from there.
