how do I fix the fact that I can’t download any apps without a notification saying my payment was declined?
A valid credit card, not just any card or debit card.
FYI: You can buy and redeem iTunes gift card as an alternative.

To fix it, you need a valid credit card with your name on it, issued by your bank.
That's the way Apple can verify you.
Until you do, you accent update or download apps.
Note: All updates and free apps are still free with a valid payment info.
how do I get iTunes gift card and use it instead?
Buy them from your local electronic store.
They are available nearly everywhere.
