As of around 9:40pm EDT last night (5/5/20), I have not received any emails on my icloud account, on any of my macOS or iOS devices. I've received email on my Gmail account, and have sent test messages from both accounts, and only the Gmail account is receiving the messages. No email is being received on my iCloud.com account.
iCloud mail services appear to by operational per the Apple System Status page, but not sure I trust that status.
Anyone else?
I just spoke with Apple support for about 20 mins. They told me there is a backend server outage of some kind they are working on. Just gotta wait unfortunately.

Just thought I'd let you all know my wife's emails starting coming in about 30 mins ago (8pm EST) and she looks to be all caught up now. Took a bit once it started to get all of them in but it gets there. Good luck.

Same thing here (Luxembourg/Europe). Sending mails works, but not receiving. Mails dont even appear on icloud.com/mail
