Preview problems
Have mac book pro, latest system updates. Saving notes made in pdf using preview is very flakey. Heard it was software. Any fix yet?

No fix.
Preview use to be a powerful editor, not so much any more, over the years seems to get more in more gutted, I suspect to make it more manageable across platforms.

However my best advise, use an a true PDF editor and not Preview.app
