Family sharing app purchase
I have wife in family sharing and have share purchases activated. I purchased dark sky app and thought it could be shared with family sharing. How does my wife get the app without paying a new purchase price

Good question. The app has to allow family sharing for it to be downloaded by the members of the family sharing group. Look at the details of the that particular app and see whether family sharing is mentioned. If not then it is not supposed to be shared.
