My time machine files say "The volume is the wrong format for a backup"

I had to downgrade my Mac and its now running Mojave. My backup was made in Catalina. Within the backups.backupdb folder of my time machine I can open the package contents and see my stuff but when I try to drag and drop Into my new Mac it gives me the error "The volume is the wrong format for a backup". Any help is greatly appreciated

The only place you should be interfacing with the Time Machine backups is through the Star Wars interface (ie the TM from the icon upper right menu bar—enter Time Machine.)
