Incoming calls still go to old phone.

I activated my phone on the verizon network. I'm still receiving calls to my old phone, but I can call with my new one. Is this normal?

It is if your old iPhone uses the same Apple ID as your new iPhone and is CONNECTED TO THE SAME WiFi network as your new iPhone. Disconnect your new iPhone from WiFi and then see whether the old iPhone rings or not.

On your new iPhone open Settings ➔ Phone ➔ Calls on other devices ➔ Allow calls on - Turn OFF the switch next to the name of your old iPhone.
