Plan to buy the latest iPad for parents for FaceTime, text, internet, you tube, but they only have androids. They do have WiFi.
Will they be able to fully use the iPad?
If so, how would they set it up?

The iPad is a stand alone device, it does not require an iPhone. Yes, they can use it fully. It is not limited in any way.
It can be setup directly, by following the onscreen prompts on the device itself when they turn it on the first time.
They will not however be able to text (SMS text messages) directly from the iPad. Some carrier offer apps that can allow this however. Contact their carrier and see if they offer an App.
Outside of that, every other app should work normally over Wifi.

They will also not be able to text people with Android devices from the iPad. It cannot text to non-iOS devices without an iPhone to link to. They can activate iMessage to send messages to people with iOS devices, but that is it. They can do all their internet things on their home wi-fi.

Both Messenger (Facebook) and Google Duo are available for iPad.
On the other hand, there's no Whatsapp app for iPad, its only available for iPhone, however, you can use the web version, and sync it to the Android phone.
They will be able to use the iPad but will have to create an Apple ID in order to be able to use FaceTime, download apps etc.
