You can use the pencil if it is paired and is showing in the bluetooth menu.
It's only the 2nd generation Pencil which clips to to the top of the Ipad, it is used on iPad Pro's
So with your air you have to plug it in to pair/charge, then you can use it

To “pair” the Pencil with your iPad, you’ll need to remove the cap on the end of the first-generation Apple Pencil, and connect the Pencil it to the Lightning port of your iPad Air.

On the top of your pen (Apple Pencil) there is a cap. You should simply pull this off, revealing a connector. Plug this into the iPad, then you can unplug it and put the cap back on. This should connect the Apple Pencil.

Now the Apple Pencil is paired to the device you can use it as you would like.
However, on the iPad Air the Apple Pencil does not magnetically attach to the iPad, this is a feature only on the 2018-2020 iPad Pros. The 1st generation pencil for the iPad Air unfortunately has to be kept separately to the iPad, and charges through plugging directly into the iPad using the connector under the cap.
I'm sorry to hear that this is a feature you expected, however I hope its helpful to note that there are both Apple and 3rd party cases which supply a slot to store the Pencil when not in use.
