Why can't my wife who is listed a member of family sharing get the music she wants downloaded? I've been trying to solve this problem for a long time.

Honestly I might be off topic but look my Apple Music is tweaking I can’t download I can’t even see the add ➕ button it keeps on saying your iCloud music library is not synced and have been toggling with the iCloud music library tryna sync it for a week now

You are threadjacking and have posted an issue which is completely different from the original post. AND, you have posted your personal email address to potentially thousands of users in a user to user only forum. To protect you, I have asked the forum hosts to remove your email address.

Just double checking something. Apple Music has a single device plan and a Family plan. Can you confirm that you bought the Apple Music Family Plan?

Even if you have family sharing, you need to Family Plan for Apple Music if you want others to be able to download music they want to listen to. It will cost a few dollars/month more.
