How do I turn off optimize photos in 13.4.1

I accidentally turned on optimize photos. Then my options changed each time I looked at settings. First optimize photos became an unchangeable check mark. Then it disappeared. I looked every photo setting I could find. Optimize photos is nowhere. So I turned off icloud photos. icloud storage still indicates all my photos are in icloud. So I'm also not clear what "turn off icloud storage" means, since my photos are still there. I want some things in icloud. I'm okay having my photos in icloud. I just don't want my photos "optimized" into blurry blobs and my videos made into still photos. How do I maintain storage in icloud without having my iphone photos and videos "optimized" into oblivion?

Thank you very much. I tried this about a year ago when I didn't understand what optimize photos was. It was a debacle. Support told me I couldn't have my photos back because my phone was full, though it had held everything just fine before my photos were sucked out. It took months to get all my photos back. But now I found the settings you noted and my photos and videos seem to be safe on my phone. Thank you again!
