after update, I cannot access bill pay through my bank. It says cookies and popups are blocked but they are not

After update to 13.4.1 I cannot access billpay through my bank. It states cookies and popups are disabled. They are not.

Try switching Safari from Desktop to Mobile browsing mode.


At your bank’s log-in page, tap the aA icon at the left of the Address Bar, then touch Website Settings, deselect Request Desktop Website, then tap Done.


Proceed with login.
