Add to home screen button missing from share menu

I’m trying to add a url to the home screen on an iPhone x but the “add to home screen” button doesn’t appear on the share menu.

I have (unsuccessfully) tried all the solutions in this previous thread:

https://discussions.apple.com/thread/8407686?answerId=33459928022

I’ve also checked Safari is not in private mode, closed all the tabs in Safari, force quit Safari and restarted the phone and then navigated back to the site to ensure the url is clean. The ‘save to home screen’ option is not in the list nor in the extended list (...).

This is clearly a bug and previous solutions do not work. Any further options (please read the thread above first) would be much appreciated.

Not sure which iPhone you are using and also not sure which iOS version you are using.

I am using iOS 13.4.1 and I see the option to "add to home screen". If you are using the iOS 13 then double check the following-

Open Safari and go to the website that you want to add to the home screen. Tap on the Share Sheet (Share menu). Scroll down through the list and at the end tap on EDIT ACTIONS. Do you see the Add to Home Screen option there? If YES then what happens when you tap on the "+" sign next to it?
